天水建設(shè)區(qū)域性大城市的思考
[摘要] 《關(guān)中——天水經(jīng)濟(jì)區(qū)規(guī)劃》（以下正文均用《規(guī)劃》）實(shí)施的三年，應(yīng)該說是關(guān)中——天水經(jīng)濟(jì)區(qū)各城市發(fā)展最快的三年。作為天水，盡管迎來史上最好的發(fā)展時(shí)期，但與關(guān)中相鄰城市相比，還有差距。天水要以建設(shè)區(qū)域性大城市為目標(biāo)，進(jìn)一步破除思想障礙，用好用活政策，緊緊抓住二十一世紀(jì)初期最黃金的發(fā)展階段。本文從《規(guī)劃》實(shí)施三年的啟示中，對(duì)天水建設(shè)區(qū)域性大城市提出具有一定前瞻性的思考。

今年6月，恰逢《關(guān)中—天水經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》頒布實(shí)施整整三周年。 三年時(shí)間，瞬息而過。早在2009年6月，國(guó)務(wù)院正式頒布實(shí)施《關(guān)中——天水經(jīng)濟(jì)區(qū)規(guī)劃》。關(guān)中—天水經(jīng)濟(jì)區(qū)（以下簡(jiǎn)稱關(guān)天區(qū)）包括陜西省西安、銅川、寶雞、咸陽、渭南、楊凌、商洛（部分區(qū)縣 ）和甘肅省天水所轄行政區(qū)域。該《規(guī)劃》的頒布實(shí)施，標(biāo)志著關(guān)中—天水經(jīng)濟(jì)區(qū)正式上升到國(guó)家戰(zhàn)略層面，成為國(guó)家級(jí)經(jīng)濟(jì)區(qū)�！兑�(guī)劃》是黨中央、國(guó)務(wù)院立足西部實(shí)際、放眼全國(guó)發(fā)展,深入推進(jìn)西部大開發(fā)而采取的重大戰(zhàn)略部署，對(duì)發(fā)揮地區(qū)優(yōu)勢(shì)和引領(lǐng)作用，推動(dòng)西北地區(qū)經(jīng)濟(jì)振興，具有重大現(xiàn)實(shí)意義和深遠(yuǎn)的歷史意義�！兑�(guī)劃》將天水列為經(jīng)濟(jì)區(qū)西端的次核心城市，提出到2020年，將天水建成擁有80萬城市人口的大城市。規(guī)劃的實(shí)施將為天水建設(shè)區(qū)域性大城市，推動(dòng)經(jīng)濟(jì)社會(huì)全面快速發(fā)展勾畫了宏偉藍(lán)圖。
